W’boro council approves AR software

On Tuesday, Jan. 2, Whitesboro City Council authorized City Administrator Julie Arrington to purchase a new Accounts Receivable software with Tyler Technologies. 
According to Arrington, City Hall’s front office staff currently invoices in a Word document. The addition of the Accounts Receivable software would allow staff to receive non-utility payments more efficiently. This will also allow them to track when buildings are rented and eventually can send permit fees and building codes. 
Animal Control Officer Bradley Williams was happy to announce three dogs in the Whitesboro pound are in the process of getting rehomed and one dog was recently adopted by a Whitesboro resident. “Everything is going good,” he said. 
Street Superintendent Kyle Maynard said the department is down two employees. There was one candidate who demonstrated interest in the position but has not returned. 
In other street projects, Arrington said there are property issues that need to be dealt with before getting started with rebuilding Kelly St. She said the streets have already been surveyed, but she does not have physical copies of the survey performed. Arrington will work on getting those papers in hand. 
Additionally, “Public Parking” signs have been placed at the old drive-thru parking lot located behind Wesley Hall and the Post Office and two “No Parking” signs were installed two weeks ago on Highway 82 Frontage by Whataburger. 
 Shane Scarbrough with the Electric Department confirmed they have cleared all vegetation over electrical lines in preparation for freeze and cold weather. 
After much discussion and consideration, Arrington was given authorization to sign and file an assumed name certificate for the City of Whitesboro, dba Whitesboro Fire/EMS. According to Assistant Fire Chief Jeff Patterson, this has become a requirement in order to move forward with Medicaid reimbursements.   
The City of Whitesboro Investment Policy was adopted with the exception of excluding the internal control portion on page 8 of the document. Alderman John Moore gave suggestions during the discussion on items to be removed or changed.   
In other news, Arrington presented the Procurement Policy, the Governance Policy and the Budget Amendment for the fiscal year 2023-2024 to all Council members. The purpose of the presentation to the City Council was for them to look through the policies before returning in two weeks to discuss and decide on each one.   
Regarding the Budget Amendment, Arrington discussed changes that were made and those that need to be made. She spoke about what the different accounts are for and how utilities are used. It was important to her that City Council members understand the Budget Amendment.   
Lastly, the City Council approved the ratification of expenditures exceeding the City Administrator’s authority. The expense presented was in the amount of $17, 277.00 for Zeus Plus, a machine the garage uses for City of Whitesboro vehicles.
